Do i have visitation rights to see my half brother?

i was adopted because my mom died. My birth father was in prison. He has since married had a son (my half bro) and divorsed leaving my half brother with his mother.I would like to meet him and get to know him, however his mother has put a restraining order against my birth father. and my birth father does not have the information i need in order to contact her. she also has two girls. his half sister, but not mine. They were put in foster care. i have checked and he is not in the system. meaning he is not in foster care. Is there any law that would give me the right of visiting and having contact with him. I am 15 and from the information i have about him he is not yet a pre teen himself. this meaning we are both minors. My parents (adopted parents) have A ok-ed the idea. so there is no conflict there.

any information good or bad would be halpful. also i would need california laws as that is the state i reside in and i think he resides in.

  1. Your adopted parents may be able to find your half-brother for you and initiate a meeting, but you have no rights at age 15 .

From a lawyer.  You have no legal rights to visitation and the judge will think you are helping your father get around the restraining order.  However, there's nothing to stop you from visiting him if you find him.  It's just that the court won't help you find him.  One thing you could do is go down to the courthouse yourself or with someone and review the court's file.  It's public record and they will let you look at it with no proof of who you are or anything.  It might have some information that would help you locate him.
