Do you need a building permit to build a grounded two story clubhouse in the backyard? If so what would the price be?

You probably do need a permit, if you'd be allowed to build it at all. Most places will let you build a shed up to a certain size, usually about 100 square feet, without a permit but two storeys goes beyond being a garden shed. You'll have to check with your local building inspector, or get a copy of building regulations for where you live. Often you can get those at the library, or maybe even on-line these days. Cost of permits is often based on the value of what you're building.
