  1. You will not need a cold frame unless you are expecting freezing weather.  Both of those veggies are cool season crops.  They thrive in cool weather, and even withstand light frost.  They will not do well in the heat.  In Florida, where I live, we plant cabbage and cauliflower in the fall and harvest in early winter.

  2. there are 2 main uses for a coldframe in your garden.

you can grow seedlings in a greenhouse with the warmth to bring them on and then you would put them into a coldframe where the seedlings will be what is referred to by gardening programmes as hardening off. this is just getting the plants ready to go out into the garden and face what ever elements come at them. all it is is a preparation area.

the other use is to grow plants which are a bit to delicate to be planted in the open but do not require a greenhouse.

if you do not want to get a coldframe just put your seedlings in pots out on the floor or garden during the day and take them back in at night.

the more experienced you get in gardening you will find many more uses for a coldframe and would feel you would need one, until thenjust put them out on the paths to get acclimatised to the cooler weather.
