No.  Buyt it will be awfully difficult to get home if you dont have one.  Be aware- in many states you need a special Motorcycle license or designation above and beyond your standard drivers license to legally operate one.

Anyone can buy a motorcycle if they have the money.  You need an operator's license to ride it.  They may ask for a drivers license as ID to verify your age -- they're not supposed to sell motorcycles to people who are not old enough to ride them, but some dealers don't care as long as you have the money...

No you don't and that is okay. you have to have an endorsment to be able to legally ride it on the street though. And the endorsment is something you can get only if you have a drivers license. When my dad bought his bike he didn't have an endorsment yet som a guy from the dealership rode it home for him.

The issue comes when you go to drive it.  As far as I know if you buy it from a private owner and pay with cash or money order then you can be the proud owner.  A dealer will need to see your info.

if you are financing the bike then yes you need insurance and a license.

If you are paying up front for it then no you don't need a motorcycle license.

But to ride/drive you have to have a license or at least a permit.
