Probably so. You need to check with your local officials. Look in the phone book. They should have a listing for the NJ wildlife resources agency.

No state license is needed for saltwater fishing.

There might, however, be local regulations regarding the maximum number of fish you can catch and the number of rods you can use at a time, so I'd check into that just to be sure.
