Do i need a fishing permit in Puerto Rico?

If i do where do i get one and does it include spearfishing?

If you are planning on fishing from a charter, your licenses will and should be covered. Check with the captain before hand. Wherever you plan on staying, they can point you in the right direction to get a license if you are just fishing from the shore line.
