For some libraries probably most you need a card to use computers but in the US at least not to read reference books in the library.   Most library cards are free so unless you have past problems with something on a card or have no ID you should be able to get one if you'd like to have one.

NO.You don't need to use a library card to see books at reference sections in any library since you don't check reference books out. You must return them on carts near the section or on the tables. As for reference library, you probably do unless their policy is like the public library. Reference books aren't check out so why can't a card?

In a public library, you only need a card to check books out. You can read all you wish while you are there.
