you need to register all spur thigh as they are covered by CITES in britain you call  Defra helpline 08459 33 55 77 Mon-Fri: 8am to 6pm and they will tell you how to register your hatchlings, it is illegal to sell these tortoises or the eggs unless you inform defra, i am not sure if you have to have a licence but if you give them a call they will explain to you what you need, best of luck honey
