In the US there is not such thing as a road legal buggy.

Not if you don't drive it on a legal Road you don't.       If you drive it on your own property or private property it's no different than an ATV.

But they are not as easy to drive on rough ground as people would think.  Same as ATV's.  Lot's of kids and adults have died on ATV's when they turn over and flip on too steep a hill or into a ditch.
