Do i need a license to sail a keel boat?

I've decided to take up sailing here in San Diego I'm looking into schools at present but I not clear if a keelboat certification is necessary

go to boat-ed.com  you can get a liscence in like 10 minutes.  its easy. and you can print out a copy and they will mail you the real thing in 3 days.
