Because I want my friend to come to Canada with me (we are both U.S. citizens) for the weekend. Can she still come even if she doesn't have a passport, and use her birth certificate?

  1. yes, crossing the border by land you need only government issued photo id (like a d.l.) and proof of citzenship (a birth certificate) both into Canada and back into the US.

if crossing by air or sea you need only same to get into Canada but returning to States you need a passport.

  2. I would take a valid state ID card (or driver's license) AND birth certificate. I went to Mexico a couple of weeks back and had to hand over both and my marriage certificate.

  3. By plane, passport

By car, DL or birth cert will work until January.

  4. Yes, if you are driving. If coming by plane, you need a passport.

Anonymous Maniac is mostly correct. The only difference is that US Homeland Security have put off the requirements for a passport by LAND or SEA until June 2009.

Of course, I tell everyone the same thing: Why put it off until the last minute? Apply for your passport now to avoid cancelled trip opportunitites later.
