Do i need a passport to go in and out of baja california??

If you're driving then no, just your driver license. But, now days, it is better to have a passport.  Also, make sure you buy a Mexican auto insurance at the border since Mexico doesn't recognize US auto insurance.  

If you plan to fly, then a passport is required.

Have fun, Baja California is great.  Avoid driving at night on the highway.  It's not too safe.

From Mexico?  Yes, the U.S. changed the laws so everyone needs a passport or visa, even to visit Canada and Mexico.  Bring one just in case so that you don't have to turn around and go back.
