  1. You can only have a U.S. Passport by being a U.S. Citizen.....

    As of today, a person who is a US Citizen will need a passport for entry into Mexico, becuase there have been so many delays in obtaining passports, they will allow you to travel with a receipt showing you've applied to Mexico and the Carribean.

    If your a legal resident of the US but maintain citizenship with another country, you need to check that country's requirments for entry into Mexico.


  2. You will need to carry your Green card and your Passport from your HOME country.  You may also need a visa, depending on what country you are from.  See  two websites below for lists of countries whose citizens  do need and do not need visas to visit Mexico. These same pages also very specifically state, that you MUST have a pssport to enter Mexico.  The rules which apply to American citizens being able to enter Mexico without a passport do NOT apply to citizens of other countries.
