Do i need a protein skimmer for my 14 gallon bio-cube??

Depends, do you have saltwater in the bio-cube? If you do, you had better be a saltwater expert- but since your asking, I'll assume not. If you have freshwater, don't even think about skimmers- they are not necessary for freshwater in anyway and are an expensive bit of equipment that won't really do much for the overall quality of water in your freshwater tank.
