You Certainly don't need a Tachograph in a Passenger Carrying Vehicle based on a van. The D1 test does not include driving any form of long goods vehicle.

Tacho's are usually for lorry drivers only, and are Optional in vehicles such as the Ford Transit's, just to keep an eye on courier staff.
