  2. Try calling the Irish Tourist Board.  I'm sure they can give you a correct response.

  3. If you are entitled to be living in the UK, then, no, you don't need a visa, whatever documentation you have proving your legal UK residence will suffice for you travel to Ireland. People who are not legally defined as "foreigners" (I don't think that's the word they use..) in the mainland UK are not treated as foreigners in the Republic of Ireland, and vice versa.
