  1. You don't give your nationality and that would matter a lot if your regular DL is not in a common language.  

    I have rented cars and driven all over Europe (including France) with my USA license and without an ":international Driving License". However, having an IDL is a good idea anytime you are going to a country with a different language.

    Note that IDLs are actually just a an "official" translation of your regular driving license.  It is not a license to drive by itself, which is why you can get one by mail.


  2. Yes, def. matters for the nationality. Also, the length of time you will be there.

    For example, You can drive for one year with your US license in France (supposedly with a certified translation at all times...). I have recently exchanged my American license for a French because after one year, you will no longer be able to do so. There are, however, only 14 states that participate in the license exchange program. If I hadn't exchanged my license within the year, I would have had to repass my drivers license in France--which must be done thru Auto-ecole and is very expensive.  Here's the link with more info on the exchange if it's applicable.
