No they run off a service providor. You need to sign up with Rogers or Telus or AT&T for a data plan to recieve internet.

if your talking about a wireless connection like a usb dongle or a wireless card that picks up wireless N or wireless G then yes. you will need a wireless router , if your talkin about a verizon or a sprint or a ATT wireless card then no because your going to be paying them for there services to access the  internet
