Do i need anything else apart from a business plan ?

i am planning to do an event in the UK and looking to build a partnership organization . i was wondering weather i need anything else apart from a business plan to do this and in what tense do you write a business plan ?

Well I hope the spelling and grammar are better in your business plan than your question, I think you mean wondering whether, not weather, that is about the rain and the sunshine. And as for your business plan, the clue is in the question, a plan is looking ahead not back so how can there be any doubt as to the tense in which it needs to be written
