  1. I think this may be best answered by an insurance company that caters for the motor trade. I believe that a public liability policy is not required by law. If you have employees you will need employers liability insurance as its compulsory. I have added a link to the relevant government site below:

I have also listed a company i use to cover my business which is also in the motor trade (however i don't valet cars).

    Hope this useful.

  2. No, you don't need it by law.  But, if something happens to a car in your custody (from the time the keys are given to you, until you hand them back), it's your problem.  Car stolen?  You write the check.  Car damages?  You write the check.  Car kills someone?  YOU WRITE THE CHECK.

I can't figure out who's letting you run a valet service, with no insurance. That's the hard part.

  3. yes!

  4. Your liability insurance on your personal vehicle should cover you.  If you own a company and have employees, absolutely!  In that case, consider an umbrella policy to provide even more coverage.  Insurance is rarely a bad idea.

Just think about this- you're parking a car and bump into another one.  It may not be likely, but you are responsible for all damages to both vehicles if it does- and not having insurance could earn you a ticket if you are moving.  But you could be held responsible just for scrathes and such.  Insurance would help protect you and would be an investment well worth the money.
