Do i need to have a instrument license for Cessna 172 Sp. ?

Not as long as you fly under VFR conditions.

You don't need an instrument rating to fly any airplane unless you fly it under IFR (Instrument Flight Rules) or  IMC (Instrument Meteorological Conditions) and if you are in IMC you should be IFR!

and fly under the hood

but you will not need an instrument rating

As long as you fly in VFR conditions, a Private Pilot's license is sufficient.

If you have at least a private rating and it's a VFR day you are good to go.  Actually if you have your solo endorsement and it is a VFR day you are good to go.

No, not if your getting your private certificate, your able to fly VFR and not IFR. But if you plan getting your CFI and ATP rating, then you must get your instrument rating.
