Do i need to have money on my visa debit before i can add it to paypal?

i have a paypal premier account and everytime i try to add my visa debit card it gets denied so when i asked my bank company the guy says it was because my balance on my visa was low.. but i dont know if it was true or not, if it is true how much do i need to have on my card so it can get added to paypal

It's not a Paypal Visa, is it?  Because if it is you can't add it.

Pay Pay only accept Master Credit card, Visa Credit cards and other Credit cards These are cards where credit funds are provided by the card issuer and can be accessed immediately by Pay Pay providing you still have available credit on the account. Only you are able to access funds in your bank account via your Debit Card. You can instead give PayPal your actual bank account number so that they can withdraw money from it, to pay for anything you buy on the internet. Pay Pal will draw the money from your bank account, then send an email to the person selling you the item telling them that money is available to complete the sale. Payment is made by e-cheque and could take about seven days to clear. If you want Pay Pal to take money from your bank account just follow the instructions on their site after you log in. It is quite easy to follow and takes a few days to set up.
