  1. Yes a clean floor  scrape anything bumpy off  then apply a glue   you brush on and buy where you bought the tiles.

  2. I am assuming you want to use self-adhesive tiles because you don't want to mess with glue.  Glue is better.

That said, make sure the floor is really smooth as self adhesive tiles are usually thin and soft and any ridges or bumps will poke through the tiles.

Next the surface must be sealed so the adhesive on the tiles don't soak into the floor and dry up.  Tile places sell a latex primer.  Use at least 2 coats and let it dry thoroughly.  If you have some paint lying around (I prefer glossy) you can use that as your primer.  After it dries, go over the floor again to check for any paint bumps or stuff like brush or roller hairs embedded in the paint and scrape them off.  Vacuum throughly and wear socks  when installing tiles so crunchies from shoes don't get all over your newly cleaned floor.

  3. glue. depending on the texture of the floor use a 1/16 or 1/8 th depth applicater tool.

  4. Put down a 1/16 in tile adhesive first. This will insure the tiles will stay in place. Work in small areas so glue won't get to dry or get all over you.

  5. As they all say you should put adhesive glue with 1/8 inch notched trowel most imporantly let the glue set up until it is tacky before setting the tiles
