If the signal comes in on the cable TV line you will need the line to be connected for it to work.  Cable TV companies disconnect the line at the pole or at the input point in an apartment complex by putting on a special connector that does not allow the signal to pass. This device can only be removed by a special tool.

So you will need at least a basic cable connection to get cable radio.

If the cable radio you are asking about comes in on the cable TV line!
