  1. I've never heard of any established country that requires anyone to be a citizen before they can pump money into that country.

No.there are so many foreign companies and joint ventures in China, all most all the Fortune 500 have companies here.you know international trade or multinational corporations?you don't have to be a citizen of a state or have a green card to have a business in that country,as long as that country is doing businee with outside world.you know China is open since 1978.any foreign companies or business person are welcomed in China so long as he comply with the laws here and have the paper works needed,like visa and so on.

  3. You don't have to be a Chinese citizen but I think I heard that to legally own a business (as a foreigner) that you must have 1 million dollars in a Chinese bank account.
