Do i need to upgrade my paypal account to sell a necklace that is worth over $2,000 on ebay?

If you are new, please prepare invoice for the necklace and your ID scan image. Paypal will limit your account (cant do any transaction) once your account received amount that is irregular (u never received big more than a k amount before).

They will ask you to submit the documents.

You will have to get "verified," if that's what you mean.  That means attaching a bank account to your PayPal account.  You cannot accept PayPal payments unless you are verified.
