A bit more detailed question would help here.  I don't know if you are buying the PC in Mexico or another country.  I don't know if it will be used before it enters Mexico (if it is coming from outside).  The first link I have posted is from the Mexican government and details customs regulations.

    If you are bringing a PC in with other household goods and it is for your own personal use, you should have no worries as long as you follow directions.  The second link from the US embassy provides more details.  

    If you are importing the PC -- perhaps purchasing it from a US store and having it shipped to your home address in Mexico, you will indeed have import taxes.  You will also have to make certain that the seller knows what documentation they need to provide to you.  The FedEx website provides a bit more information.

    If you are a business, then you are in a whole 'nother ballpark.  There is a great deal of paperwork that needs to be completed if you are planning on purchasing PCs in one country and then bringing them to Mexico to sell.
