Do i still need NOC since its been 1 year and 6 months since i left Dubai? My visa isn't it cancelled yet?

I worked for a retail company with a contract of 3 years but after 1 yr i left my job for some emergency reasons at home. Now, i have a new employer, according to them my visa was not yet cancelled and they requested me to get NOC from my previous employer but my previous employer refused to give me.Do i still need NOC since its been 1 year and 6 months since i left Dubai? My visa isn't it cancelled yet?
