atleast buy a small airpump powered filter ($20 including pump)

You need to run a filter, but you do not need air pumps.  Usually a pond filter will come with attachments for various fountains and water falls.  Use the small fountain head to creat the dissolved oxygen for the pond.  Air stones and pumps won't do this.
