Do kids need a license to sell snacks in front of they're house?

I'm just curious can you help? I've seen many questions like this and some say yes some say no which one is the right one.

  1. Legally, yes and if they don't have one their could be held liable for any fines.

    However, I would think that any officer that would actually cite children for not having a permit would have to have a heart of steel.

    That said, if they are going to go and try to earn some money on a regular basis (more than a couple of days here and there) by selling stuff in front of where they live, it could be helpful for the parents to take the initiative to teach the children the proper way to run a business by following the laws.
