Do little girls who's b***s haven't started to develop yet need to wear a bathing suit top?

Obviously they would still wear a bathing suit bottom, but bathing suit tops are to cover a womens b***s, but if there b***s haven't started developing can they go without wearing a top. I was at a resort in Florida and some of they little girls weren't wearing bathing suit tops.

  2. they dont hav to, depends how young they are i mean you dont want 1 year olds running around without a top on but if a 3 year old does, who cares?

  3. Why are you looking at little girls b***s, or lack of? If she's past two, she should cover herself up.

  4. They don't have to, but they should. When I see a little girl without a top I think it's very weird. And just because they have nothing to hide doesn't mean they should be topless. There are some teenagers with nothing up front, but you don't see them running around topless. It's a matter of decency.

  5. It's doubtful that your question has ever been raised in an American judicial assembly or court, so there is likely no definitive legal answer.

    However, I think it's OK for pre-schoolers to go without tops.

  6. They don't HAVE to wear bathing suit tops, but mine does because I think it's cute and more proper.

  8. Well our family goes to the nude beach. So no tops OR bottoms for us. We have NEVER had a problem there and the people are WAY nicer.

  10. Shirley Temple went topless in "Curly Top" in 1935 when censors were very strict. It is strictly based on custom where you are at I guess.

  12. Legally, who knows? I'm sure some overly-puritanical laws exist in a few places. I can see the headline on Fox News now: "5 year old cited for indecent exposure." I think it's a pretty common thing. Granted, I go to a lot of nude beaches and resorts, but I've been to plenty of "textiled" beaches and swimming holes where people let their little girls go bare chested.  

  13. Let kids be kids for as long as possible, thats what i say. So no, if they have nothing to hide, dont hide it.

    Once they develop they will be hiding forever. let them enjoy the freedom
