Yes, they can and will if there is a power struggle, similar to what male dogs (or most mammals) will do. There's really not a specific way to make them stop, other than maybe squirt them with water when it happens. The problem is, if you stop them, they may fight. They are mounting each other to show that one or the other is the dominant male. If you take that outlet away, they may try to attack each other and do serious harm to themselves.
