Do millitary personel have to buy their own scopes?

If your unit thinks you need one, it'll issue you one.  If not, you probably don't need one.

It's the MILITARY, not the NRA

Your unit will issue any scopes you will need to use.  You can buy your own but there is a good chance your unit won't allow you to use it if they issue another one even if the one you bought is superior and cost more than the rifle itself.
