Do minority scholarships out number others ?

Are there more minority scholarships than general scholarships for everyone.

Minorities get scholarships, even if they are less qualified and less needy.  Universities do not like to discuss it, but when pressed, will admit they are under pressure from various groups to award to minorities.  It is discriminatory, but there are those who will sue (including certain very well known personalities) if they don't get more money for certain minorities than for others, regardless of need, regardless of talent, regardless of qualifications.
