Do muslims believe that the koran can be understood without a true understanding of abrogation and predestine?

when most muslims are told about abrogation. they have no knowledge of it. why? don't muslims believe if allah put these in koran he wanted them to read and learn about them? so shouldn't other muslims help them understand the koran?

  2. each verse in the Qur'an whether abrogation or predestine has the same amount of concern, and yes, it is in the Qur'an for a certain wisdom.

    but what do you mean by "shouldn't other muslims help them understand the koran" ?
