  3. Well,Native Americans are minorities and all minorities get special college privileges on some level or the other.

There are many programs available to people who fit into a certain group: ethnicity, heritage, disability, talents, etc.  Likewise, there are programs specific to American Indians.  That is, enrolled members/citizens of US federally recognized tribes, as "American Indian" is a legal status.  Legal American Indians can get funding to attend college from their tribe of enrollment.  Not all tribes have money for this purpose and many tribes have a competitive scholarship process to determine which tribal members will receive funding.  Some individual colleges and universities have programs available for American Indians.  Depending on the institution, legal American Indians can qualify for a fee waiver or reduced fees.  Not all colleges and universities offer these programs.  Again, in order for a person to qualify for these opportunities, they must be enrolled in a US federally recognized tribe as it is their citizenship, not their heritage or ancestry, that qualifies them for these programs.
