  1. Non citizens should get less/no money. If they want the benefits of a different country they should become a citizen of that country. The citizens are the ones that are paying for those benefits.


  2. Non-citizens generally do not receive any aid unless classified as an "eligible non-citizen."  Eligible non-citizens are eligible for some of the federal programs such as Pell and the Stafford Loan.  You can see more information at www.fafsa.ed.gov.
