Do normal people have to get a license to kill?

Ok, this is a weird questions, but I am trying to prove someone wrong, so does anyone know that you have to have a license to kill normal people, cause I am pretty sure you do. Please help me prove this dude wrong!

um actually . there is no such thing as a liscence to kill.

a police cop can have one but even then its not called a lisence to kill .lol but i know that a person not in law enforcement cant have it.

Umm, you and your friend watch too many James Bond movies.  There is no such thing as a license to kill, so neither you nor your friend are right.  Your friend is wrong if he thinks that you can kill people without a license (in any season) and you're wrong for thinking that such a thing even exists.

Police do not have a license to kill - however, the state has delegated to police officers the authority to determine when circumstances require deadly force and when it can be used.  Otherwise, police officers can be charged with homicide just like you and me.
