Do out of state collection agencys use local numbers so we pick up and answer?

Question

Called ID displayed a local number - but the call started off by saying, this call may be recorded - then I hung up.

My caller ID doesn't record/keep numbers.

they use both

right!! they use caller-ID spoofing number only for outbound calls....you cant trace them nor can you can back!! they can change the number every time they call you!!
