Do parakeets show anger and happiness?

some times our bird chirps non stop we cant tell if hes happy mad or even sad ow can we tell

Probably happy, but it's hard to tell without hearing and seeing it. Is he chirping at his reflection or a toy or another bird? He's probably talking and being happy.

Mostly you have to get to know your birds body language and signs and soon you will learn to know when they are happy. Budgies tend to be mostly happy as long as they have enough toys and exercise. It's when they are quiet for extended periods of time that there could be a problem.
