  1. I hope you know that water is H2O, which is two hydrogen atoms and one oxygen atom. if you put an object, which contains atoms, under water, then the object would be wet. This is the water molecules sticking to the object molecules because of a slight static force created by the electrons in the particles.

    If you want to call this "wet particles" then go ahead. Just know that generally, "wet" is a macroscopic observation.

  3. If you mean like subatomic particles then, NO. Subatomic particles cannot get wet when they pass through a body of water such as the ocean. This is because to be "wet" simply means to have at least a thin film of water covering the surface exterior or part thereof. Since subatomic particles are smaller than water molecules, then there cannot ever be water covering the exterior surface of that particle.
