Do people dress up on the Club Level of a football stadium?

Depends on the reason for attending.  Some companies have actual business social gatherings at the games and dress up (suit and tie) for example.  Others, might give tickets away to emplyees for reward of good work.  Then not so much.  Then individuals own bozes as well, which again depends on the occasion

It really depends on the occasion. Some people are coming from out of town for business meetings, scouting decision, trade decisions, player performance while others are coming with business associates those other than soccer, and ofcourse, sometimes people with high status levels or positions of the governing country are coming to watch the match.
