Do people smoke Phillies and Dutch cigars with the tobacco in them?

I know most people break it up, and use it to smoke weed. But i have never heard of anyone using it to smoke the actual tobacco. Does anyone actually do this?

Have you broken up a Philly and seen what they put inside of them?! I wouldn't smoke that! (looks like bark) The way I see it they're good for one thing, and that's filling them with weed.
