Do pocket PCs connect 2 internet everywhere with wifi like laptops do?or must you subcribe to a Phone service?

If I buy a Pocket PC (like the T-mobile Dash or HP iPAQ )will it connext everywhere I can find wifi connextion like a laptop does or must a subcribe to a special service other than my regular phone plan in order for it to connext to the internet?

For instance lets say I go to a Cafe that offers free wifi..will my pocket pc be able to connext there like my laptop does?
