Yes they do. A pony is a equine under 14.2 hands (a hand is 4 inches making it 58 inches and under) It can be of any breed as long as it is under this height. A miniature horse however is different and is much smaller I cant remember how small they have to be but I think it is 30-some-odd inches ... I could be wrong on that.
