  1. hardly

  2. Charities don't hand out  money to the "poor and needy". Instead, they provide services -- low-cost or no-cost housing, food, job training, job counseling, low-cost or no-cost health care services, etc. Therefore, the proceeds of a charity event don't result in someone handing out money -- they result in a nonprofit organization -- or a group of such -- being able to provide all those many services (which are VERY expensive). And, yes, these funds do go to the organization they are meant to benefit most of the time -- if you are ever in doubt, you can call an organization and ask to see their latest annual report.

When you hear someone deriding nonprofits administrative costs, you are hearing someone who doesn't understand that rent has to be paid on facilities that are used to provide these services, that staff at the organization (accountant to ensure financial records are kept, trained counselors, medical staff, etc.) are paid, that equipment has to be purchased (if an organization relied only on donated items, they wouldn't have most of what they needed to serve people), etc.

  3. never directly.  There is always a significant amount of "asministrative expense", then whatever (if anything) left over goes into some community project- which upgrades the enighbourhood, and drives the poorest of the the poor and needy out, because they can no longer afford the neighbourhood...
