  1. PayPal yes.  eBay no.  To confirm an eBay account, it needs to be a real credit card, not a prepaid card.

  2. Yep

  3. The answer is maybe...PayPal uses an AVS system to verify ownership of a credit card.  That means that unless you can enter the CC #, Exp Date, CVV2 (number on back), name on card, and billing address (where the statements are sent to), the system will not likely take your card.  In the rare chance that it does accept your card you may be alright...for awhile...but during regular screening the system will probably recognize an inconsistency with the card causing a limitation (you will not be able to send or withdraw money until it is resolved) which you will likely be required to fax or upload a credit card statement proving ownership (statement would need to show your name and billing address) which you can't get w/ a prepaid card.  Also PayPal has a restriction as to how many CC you can have on the account during the entire lifetime of the account.

Personally, I would recommend simply getting a credit card with a low limit that you use exclusively for PayPal, or apply for PayPal Buyer Credit which is a virtual line of credit attached to your PayPal account.

    I hope this helps!
