Not only do they make license plates, many states and the federal government have a thriving corrections industries that make all sorts of goods from office furniture to eyeglasses. The only restriction on selling these goods is that they cannot compete with private enterprise (since their labor costs are low and controlled!) so they usually supply their products only to entities of the governments they are within.
