Do restaurants have to provide free drinking water?

Can I be refused tap water to drink in restaurants?

At our subway our policy is not to give out free tap water. It is not a legal requirment but if you came in with a cup already prepared or wanted to pay for a cup then we fill the cup with tap water we can do that, otherwise we are losing money so dont give out free water.
