  1. Nope. A restaurant only needs a liquor license if they are serving alcohol to customers.


  2. No, they do not need a license to cook, and as you should know, heat evaporates the alcohol, and whammo, no spirits to intoxicate you. Serving alcohol without a license though is a whole new ball of worms.

No the only expectation is if you plan on using unheated liquor as a main ingredient.  Heat evaporates liquor so no problem there but I know a restaurant in NYC that drown there ice cream in rum --and yes people have been know to get buzzed from it--something like that you would need a license for (they also have to check id's before they serve it)

  4. No you only need a liquor licenses to sell alcohol. As a chef you should know that the amount of alcohol you use in your food shouldn't be enough to give someone a buzz.
